The $270 Billion Question: Is the Pilbara's Industrial Property Market Ready?

Key Insights
  • Growing Demand: Major projects could increase demand for commercial and industrial property.
  • Property Suitability: Well-equipped industrial properties may attract stronger tenant interest.
  • Investment Timing: Contract awards and business expansion can signal emerging opportunities.

Nearly $270 billion in capital investment is committed or planned across the Pilbara by the mid-2030s, according to the Pilbara Development Commission (PDC).

The pipeline extends beyond traditional mining into green iron, renewable energy, downstream processing and advanced manufacturing.

It's an extraordinary level of proposed investment. But for me, the more interesting question is what it means for the businesses expected to deliver it.

Contractors, engineering firms, transport operators and equipment suppliers all need somewhere to operate. And if several major projects progress simultaneously, demand for workshops, warehouses, hardstand and industrial land could increase significantly.

Can the Pilbara's commercial and industrial property market keep up?

$34.5 Billion in Proposed Investment in Karratha

A PDC study examined 49 proposed projects representing $34.5 billion in investment in Karratha between 2023 and 2040.

Not every project will proceed, but the study highlights the potential pressure on industrial land, infrastructure and local services if multiple projects move into construction at the same time.

For commercial and industrial property, the timing of these projects could be just as important as their investment value.

Industrial Land Supply Remains a Challenge

The PDC has identified the limited availability of investment-ready industrial land as a longstanding constraint in the Pilbara.

The 2026–27 State Budget includes $32 million for Newman's Light Industrial Area, where 16 additional serviced lots are planned, and $27.1 million for planning and enabling works at Boodarie.

These are positive steps, but releasing land is only part of the equation.

In commercial and industrial property, availability and suitability are two different things. A business might find an available site, but that doesn't mean it has the heavy vehicle access, power supply, hardstand or workshop configuration needed for its operations.

And when a business wins a major contract, it may not have the luxury of waiting for a new facility to be developed.

That's where the availability of suitable existing industrial premises becomes particularly important.

The Opportunity for Local Businesses

According to the PDC's 2025–26 Year in Review, the Pilbara Capability Register included 767 local businesses, up from 712 the previous year.

Major projects rely on these businesses and others to provide engineering, transport, fabrication, equipment and specialist services.

As contracts are awarded and businesses expand, their property requirements can change, such as:

  • a contractor needing additional hardstand.
  • an engineering firm requiring a larger workshop.
  • a new operator entering the region looking for a warehouse before committing to a permanent facility.

But demand won't necessarily come from new businesses alone. Established Pilbara operators securing additional contracts may also need to expand or relocate.

When Does Investment Become Property Demand?

A project announcement doesn't automatically create demand for property.

Projects need approvals, financing and final investment decisions. Contracts must be awarded and businesses need to mobilise.

In some cases, contractors and suppliers will need premises well before construction begins.

That's why I'm interested in more than the investment headlines.

Are local operators expanding? Are new businesses entering the region? Are leasing enquiries increasing? What types of industrial properties are they looking for?

These are the indicators that show when proposed investments is beginning to influence the property market.

Can the Pilbara Keep Up?

The $270 billion investment pipeline represents an enormous opportunity for the Pilbara's commercial and industrial property sector.

But the real impact will depend on which projects proceed, when they reach construction and whether suitable industrial land and premises are available to support the businesses delivering them.

Helping You Navigate the Pilbara Market

The opportunity for commercial and industrial property investors is significant, but identifying it will require a close eye on market activity, project progress, investment approvals and what's happening on the ground across the Pilbara.

That's where I'll be focusing my attention, identifying emerging opportunities and helping buyers, investors and property owners make informed decisions as the market evolves.
